Russell Chalmers served as Platoon Chief for the Mississauga Fire and Emergency Services, having served in both the Training and Operations Divisions. He was directly responsible for the development and oversight of department wide programs in Hazardous Materials response, Auto Extrication and Incident Command. He was also a Program Coordinator in the Pre-Service Firefighter Education and Training Program at Seneca College in Toronto. Prior to his Firefighting career, he was a Police Officer with Peel Regional Police Service. Russell has completed an Advanced Certificate in Public Administration from Ryerson University in Toronto, and has received numerous certificates from the Ontario Fire College and Ontario Police College. Russell has been a volunteer with Firefighters Without Borders since 2004 and has travelled in eight deployments to Honduras and Peru.
Craig Dockeray has been a firefighter for over 22 years and currently holds the rank of Captain for the Mississauga Fire and Emergency Services. Originally from Montreal, Craig has a Bachelor and Master Degrees in Agricultural and Bioresource Engineering from McGill University. He has been a Board member for Firefighters Without Borders since 2004 and has been involved with multiple International training and equipment delivery projects.
Rebecca Chalmers is an experienced HR leader and is President of RLC Consulting – HR Solutions, Inc. a company providing consultative services in the areas of Human Resources and Board Governance. Rebecca has held senior HR leadership roles in a broad spectrum of industries including healthcare, retail, manufacturing and food service – both in the public and private sectors. Prior companies include: CML HealthCare, Shoppers Drug Mart, Laura Secord, Ontario Telemedicine Network and Cara Operations Ltd. She holds her Canadian Human Resources Leader Designation (CHRL), an MBA from Royal Roads University in Victoria, BC and a Bachelors of Education from the University of Alberta. She currently serves on the Board of Directors for Information Markham & Volunteer Services and is a Volunteer Advisor with the Canadian Executive Services Organization (CESO).
Fredda is a CPA, CMA and holds a Bachelor of Commerce from the University of Alberta. In
2014 she retired from her position as an accounting manager in a publicly held fully-owned
subsidiary of Finning Canada, part of Caterpillar’s largest dealer network, to volunteer in the non-profit environment locally and abroad. She is currently Treasurer and Board member of ACGC (Alberta Council for Global Cooperation), a founding member of CRA registered charity Nafasi Opportunity Society, a recent CUSO volunteer in Myanmar, and an active volunteer with CESO (Canadian Executive Service Organization).
Frank began his fire service career in 1975 joining the City of North York as a firefighter. He advanced through the ranks serving as a Training Officer, Chief Fire Prevention Officer and Administration Chief with the rank of Platoon Chief. In 1998, with the amalgamation of the six municipalities within Metro Toronto, Frank was appointed as Division Chief, Staff Services. In June of 2006 he was promoted to Deputy Fire Chief with responsibility for Fire Prevention and Public Education. During his career Frank served on various committees including Heart and Stroke Foundation, St. John Ambulance, National Fire Protection Association and Canadian Association of Fire Chiefs. He also served as a Director, Ontario Association of Fire Chiefs for five years. Frank is a graduate of the Advanced Fire Protection Technology program at the Ontario Fire College. Frank joined FWB in October 2017.
Solange has over 20 years’ experience in Marketing and International Trade, with expertise developing North and South American markets. She holds a Bachelor of Marketing, a Post-Graduate of Business Administration from South America and an International Trade Certification from George Brown College. With an extensive background working on several key industries, including over 5 years in Health and Safety, Solange brings valuable exposure and deep understanding of emerging markets, combined with an assertive and compassionate approach to address their needs. She joined FWB in 2018.
Dan Rowland last served as Platoon Chief for Brampton Fire and Emergency Services in the Operations Division. During his career as a suppression firefighter, he was also part of the Technical Rescue team, Hazardous Materials team and was an Auto Extrication team member. Currently he works as Professor and Program Coordinator in the Pre-Service Firefighter Education and Training Program at Humber College in Toronto. Dan has a Business Administration degree from York University. He joined Firefighters Without Borders in 2018.
Jon Pannunzio is a Fire Service professional currently serving as Division Chief-Professional Development and Training for Whitby Fire and Emergency Services where he manages the development, coordination, delivery and evaluation of training programs for the Department. Jon has previously served as a Captain in Training, Shift Trainer Instructor, and Firefighter. Jon holds a Bachelor of Arts from York University in Toronto and has completed an Advanced Certificate in Public Administration from Ryerson University in Toronto and has several NFPA Certifications including: Fire Instructor II, Fire Officer III, Incident Safety Officer and Technical Rescuer. He is currently a Pre-Service Firefighter Training and Education Professor with Seneca College and an active International Instructor. Jon joined FWB in September 2018.
Danielle is a volunteer coordinator for the Canadian Red Cross in Community Health and Wellness. She has previous non-profit, international development experience from World Vision Canada and Christian Children’s Fund of Canada. She possesses a Bachelor of Science in Psychology from the University of Guelph, a Post-Graduate Certificate in International Development – Project Management from Humber College and is a Certified Associate in Project Management from the Project Management Institute. She is an avid traveller and spent over two years teaching and travelling in South East Asia and Africa. Danielle is passionate about helping those most vulnerable through sustainable and empowering development initiatives.
Kevin has been a logistics operations professional for over 20 years (6 with Metro) and has a broad range of experience in all areas of distribution centre operations and transportation, as well as expertise in production and materials management. Kevin’s previous responsibilities include; Senior Director of Operations at SCM (Walmart’s logistics network in Canada) and Director of Operations at Exide Technologies. He also has extensive experience in pharmaceuticals with management positions at BDH (Merck) and Miza. Kevin has experienced solid success in developing business relationships through strong team member engagement and customer service focused cultural programs.
Laura comes from the International Development field and has recently completed a 1-year deployment in Indonesia as a Program Advisor for EQWIP Hubs, a Global Affairs funded project across 6 countries. Laura has a Bachelor of Arts in Global Studies and Cultural Studies from Wilfrid Laurier University and a Post-Graduate certificate in International Development –Project Management from Humber College. She had been volunteering as an advisor in assisting in the expansion of project development design for FWB beginning in early 2017, before transitioning into the Director of International Development position.
Advisory Board Members
Jeremy Parkin is currently the Deputy Fire Chief with Rama Fire Rescue Service in Rama First Nation. He has been in that role since 2009, and worked his through the ranks since joining the department as a recruit in 2001. He has also been a volunteer for three departments since he started his career in 1998 with Mohawk Fire Department in his community of Tyendinaga Mohawk Territory. Throughout his career, Jeremy has been an active instructor in a wide variety of disciplines and courses within Ontario. For over a decade he has been an advocate for improving fire safety on First Nation communities at the community, provincial and national levels.
Mathieu Pierre Dagonas is the executive director of the Documentary Organization of Canada (DOC). He has 15 years of political affairs experience, which includes working in senior provincial government roles. In 2011, Mathieu led the team that won Mike Crawley the position of president and national campaign manager of the Liberal Party of Canada. He has served on many boards, is CEO of an eSports start-up and is a passionate advocate for youth engagement, activism and mentorship. He lives in Ajax with his wife Rachael and their son Nikolas.
Darius Kharazmi is currently a firefighter with Pickering Fire Services and serves on the Executive Committee of the Pickering Professional Firefighter’s Association. He graduated with Honours from Seneca College in the Pre-Service Firefighter Education and Training Program in 2012. While he was at Seneca, Darius was the President of the Pre-Service Firefighter’s Volunteer Committee. He has won both national and provincial volunteer awards in recognition of his volunteer work with thirteen organizations including Big Brothers and Big Sisters, Habitat for Humanity and the Durham Regional Critical Incident Stress Management Team. He has been a volunteer with Firefighters Without Borders since 2011.
Taras Korec has over 15 years of senior management experience running supply chains globally in the automotive, consumer packaged goods, high tech and healthcare industries. He is recognized as a global logistics expert in business process and technology implementation who develops and inspires teams to harness technology and maximize the bottom line impact of business process changes. Prior to joining Parmalat, Taras held senior management roles at Siemens Automotive, Mars Canada, Christie Digital and CML HealthCare. Taras holds a Bachelor of Applied Science in Engineering (Mechanical) degree from the University of Toronto, and MBA in Marketing Management from City University, Seattle, WA, and is a licensed Professional Engineer and a Professional Logistician.
Tim Beckett is Fire Chief for the City of Mississauga Fire & Emergency Service where he manages the overall strategic, financial and day to day operations of the department.
With 29 years of fire service experience, Tim has served as Fire Chief in Kitchener and City of Whitchurch-Stouffville prior to coming to Mississauga. He is also past President of the Ontario Association of Fire Chiefs (2010-2012), and has served on the board of directors for 9 years in many capacities.
